Significant increase in revenue collection under the state’s new excise policy.

Under the leadership of Chief Minister Pushkar Singh Dhami, the state’s new excise policy has led to a significant increase in revenue collection. In the financial year 2024–25, the Excise Department collected ₹4,360 crore in revenue, which is ₹1,100 crore more than in 2021–22.

The government claims that this increase in revenue is the result of strict action against illegal liquor and increased investment in the liquor industry. Under the new policy, industries established in the state are required to give 80% employment priority to local residents, creating more job opportunities. Local people have also benefited through the supply chain, transportation, and other related services.

Uttarakhand is transitioning from being primarily a consumer state to becoming a producer and exporter. Two new ethanol plants are being set up in Udham Singh Nagar, expected to boost industrial development and create new employment opportunities for young people. Economic activity is also increasing in districts such as Haridwar, Champawat, and Bageshwar through distilleries, wineries, breweries, and bottling plants.

Around 1.2 million cases of liquor produced in the state are being exported to countries including the United States, Italy, African nations, and Ghana. This is generating foreign exchange earnings for the state and strengthening the global recognition of “Made in Uttarakhand” products.

The government says the Excise Department has promoted industrial growth through transparent regulations and a simplified licensing process. At the same time, strict measures against illegal liquor have helped increase revenue, generate employment, and support sustainable economic development.
